UP’s presents Rs 550270.78 crore budget

Uttar Pradesh on Monday presented Rs 550270.78 crore budget for the fiscal 2021-22 in the state assembly. This will likely be the last full budget of the present state government, before the state goes into polls in 2022.

In 2020-21 the budget was of Rs 5.12 lakh crore hence this year the budget is increased by 38000 crore. This was Uttar Pradesh’s first paperless budget, following the union budget present in paperless manner. Reading out the budget speech from a laptop, Finance Minister Suresh Kumar Khanna said the target was to make Uttar Pradesh “Aatmanirbhar” and ensure all round development of the state.

All members of the State Legislature have been provided iPads to view the budget highlights which will also be available on two big screens put up in the House.

On February 2, Adityanath had directed that the state cabinet should hold a virtual meeting in the future for which ministers must be given training. The budget is also available on the ‘Uttar Pradesh Government Budget’ app and can be downloaded from the Google Play Store.

The budget includes Rs 100 crore for development of Tourism related facilities in Ayodhya while rs 100 crore for Varanasi and Rs 20 crore for Chitrakoot, Rs 30 crore Vindhyachal and Namisharanya.

For the Basic Education Department, Rs 18,172 crores has been earmarked for the integrated education campaign, Rs 110 crore and Rs 40 crore respectively for providing free school bags and uniforms to all students of class 1-8th every year. In addition to this, there will be provisions of Rs 3406 crores for the mid-day meal program and Rs 300 crore for providing shoe-stocking and sweaters to all children.

The budget has Rs 90 crores for construction of one new Sainik School in Gorakhpur and completion of the residual work at Sainik Schools in Mainpuri, Jhansi and Amethi. The budget will provide Rs 15 crores for development and construction of a girls’ hostel and an auditorium in the Captain Manoj Kumar Pandey Sainik School in Sarojini Nagar.

For the Higher Education, budgetary provisions of Rs 200 crores have been proposed for the development of Rajkiya Mahavidyalaya and one state university will be set up in each of the divisions of the state.The budget has made provision of Rs 50 crore for the vaccination scheme for the prevention of Covid-19.

Reckoning National Rural Health Mission Budget as an important tool to spread health facilities in rural parts of the state, a provision of Rs 5395 crore has been proposed for it.

Among other budgetary provisions, Rs 1300 crore is proposed for Ayushman Bharat Scheme, Rs. 142 crore for Ayushman Bharat – Chief Minister Jan Arogya Yojana. A budget of Rs 320 crore has been proposed for Pradhan Mantri Matrava Vandana Yojana while a provision of Rs. 1073 crore is made to create diagnostic infrastructure for primary health care facilities.

In addition to this, a budgetary provision of Rs 425 is proposed for Urban Health and Arogya Centres while Rs 54 crore for strengthening the state drug control system and a budget of Rs 50 crore for the construction of food and drug laboratories divisional offices in 12 divisions of the state.

A budget provision of Rs 77 crore is proposed for establishment public health units at the block level. Budget proposes Rs 1950 crore for establishing medical colleges in 13 districts.
