The investigation report of embezzlement of lakhs of rupees and serious financial irregularities in the office of the Chief Medical Officer of Sambhal district of UP has been kept hanging by the investigation team for almost a year and put it in cold storage so that the babus and the officials involved in it can be saved.
What is the whole matter
According to sources, Vinay Kumar Sharma, posted as junior clerk in the office of the Chief Medical Officer, was accused of transferring lakhs of rupees to personal accounts and other accounts by not transferring the payment received through e-payment in the treasury to the accounts of the firms concerned.
In which the role of the then CMO (DDO), uploader and approver was also considered suspicious in the nature of financial dealings.
Vinay Sharma, posted at CHC Manauta under Chief Medical Officer Sambhal, used to look after the work of the district in connivance with the then CMO (DDO), at the headquarters. During his posting at CHC Manauta, Sharma was accused of withdrawing about 7,00000 (Rs 7 lakh) of employees and officers by transferring them to his own and other fake accounts and also grabbing GPF money of many class IV employees.
Foreign travel (Thailand) was done without taking permission.Evidence of this was found from his accounts. When the matter was revealed by the then CMO Dr. Anita Singh, the challans of about Rs 6,71,500 were submitted to the office in a coded manner by Vinay Sharma with fake challans.
It also submitted its fake medical certificate to the office.On verification, the medical certificate proved to be fake. According to Dr Indra Dayal Gautam, President of Backward Dalit and Minority Classes Association, Sharma did not even give his funds even after taking bribe of lakhs of rupees from retired employees.
The then CMO Dr. Anita Singh, after getting an inquiry from a departmental committee, apprised the officials of the Directorate General of Health to take action on these allegations, later after a lot of pressure, the clerk Vinay Kumar Sharma was transferred under Bareilly CMO with an increment down.
Legislature member Durga Prasad Yadav raised the issue of suppression of the office of CMO Sambhal in the first session of the Vidhan Sabha on 14-02-2019.
According to sources, an inquiry committee has been formed under the leadership of Director (Health) to take action against the CMO and the clerks involved in this case and to investigate the irregularities in CMO Sambhal.
In which there were instructions to investigate the financial transactions of 2015-16, 16 -17 and 17-18, in which an Assistant Accounts Officer of the Audit Section was also included.
According to sources, the investigating officers visited CMO Sambhal several times in the name of investigation, but till date the investigation report has not been handed over to the higher officials (Director General/Director Administration), due to which it is natural to question the intention of the investigation team.
Sources reveal that the role of the then Chief Medical Officer Dr Rajveer Singh, who had been acting CMO twice there and Dr AK Mishra, the former Chief Medical Officer, has also been suspicious.
Apart from this, Dr. Anita Singh (then CMO), who disclosed the matter, is also accused that she is also involved in this matter.
All these facts would have come to the fore when the investigation team of the Directorate General submitted its report, but the information has been received only in the name of investigation has been done.
There is even a discussion that there is talk of settling the matter by doing the transaction, but due to the strict attitude of the director administration, even after more than a year, the investigation report is not being given till now.
