Doctors’ transfers: Is it just an ‘error’

In a cadre with over 18K sanctioned positions and a workforce of over 14000, there are about 400 doctors making a noise about ‘errors’ in transfers – some allege done in violation of transfer policy.

The matter is not just of errors done but has now reached the epitome of state administration where probe of one level will be reviewed at another level to ascertained what went wrong and at such a large number. It appears to be a power struggle, though silent one, between state’s political and bureaucratic corridors.

With filed landing up at health directorate from doctors alleging they have been transferred against rules the health directorate is conducting probe in to transfers of doctors of level one and two while deputy chief minister Brajesh Pathak ordered for another probe at the level of additional chief secretary (ACS), medical health.

The latest was a fact-finding committee by state government that will review report from ACS. The fact-finding committee has been made on orders from chief minister.

The provincial medical service association (PMSA) has written letter to the director general medical health pointing towards error in show cause notices issued to the hospitals regarding transfer of doctors.

“The show cause notices have asked head of various hospitals why names of dental wing doctors were forwarded for transfer when they do not come under provincial medical service (PMS). It may be noted the dental wing doctors also come under PMS. Also the data has been compiled by technical support units (TSUs) and monitoring is done by office of director administration, hence their version should also be taken and brought to the notice of the deputy chief minister,” said Dr Amit Singh, general secretary of the PMSA in the letter.

The deputy chief minister Brajesh Pathak who is also states health minister has sought a report upon alleged anomalies in transfers of doctors across the state.

Opposition too has pointed out upon these transfers. Samajwadi Chief Akhilesh Yadav said that the health minister himself ordering for a probe means he wasn’t aware of the transfer list.
