# Finger print expert opinion sought in another signature

Prof Shaleen Kumar, Director of the Kalyan Singh Super Speciality Cancer Institute has been removed from the post and asked to serve as a faculty after a probe found him guilty of anomalies done in purchase of equipment that were to be used for covid patients.
Medicine, equipment and other consumables for use of covid patients worth crores were purchased with the help of forged signature, says a report by the finance officer of the institution. Later in July the state government also constitutes a probe and that found the purchase against the rules laid down by the state administration.
The pre-purchase committee (PPC) meeting, minutes of which are under doubt, was held in April-May to purchase medicine, equipment, furniture and other consumables for the covid facility on campus.
“As signatures of Dr Subuhi Kureshi, the chairperson of the PPC appeared different the document was sent to her for verification. She said the document number 1, 2, 3 and 4 didn’t had her original signature but appear to be forged. Also the signature of a member of the committee Dr Sai Saran also appear to be different from his original signature. Since he has left the institution the same may be cross verified by a forensic expert”, said the letter from the financial officer Preeti Upadhaya to the director of the institute.
The purchases include 101 items of hospital control consumables and surgical consumables, 194 items of medicine, another list of 17 equipment, and a separate list of other 27 equipment is under scanner.
IN another matter a file regarding purchase of drugs, consumables, reagents (used in laboratories) that were processed in December 2020 were brought for signature in back date in May-June 2021. The items were received without a proper supply order, which according to the finance officer is a violation of the rules.
‘Since matter is related to treatment of covid patients it is highly sensitive and needs attention. I am under tremendous mental pressure regarding my work in view of the forged signature and other anomalies,’ said the letter from the finance officer.
Not only the officials in the hospital but the firm that supplied the goods is now in trouble as without proper supply order the payment is getting delayed since months. The firm has filed a complaint with the state government’s Jansunvai portal seeking intervention to get their payment released. In his complaint/representation the owner of Madhumesh enterprises has stated that despite reminders the payment is still not paid and no clear reply is being given by the authorities of the institution.
