Impact of recession is now visible upon government schemes and this by the reduction in expenditure by the government in schemes meant for the poor in the country.
Though there is not cut in the budget for the schemes but according to a report in Financial Express the growth has been reduced.
In the financial year 2017 the expenditure of the government in welfare schemes recorded a growth of 25.6% and in 2018 it remains 22% but in the fiscal 2019 there had been a reduction as the growth was only 2.3%.
The GDP growth rate too has recorded a fall in consecutive years. In financial year 2017 it was 8.2% and in 2018 it was recorded 7.2% and then in 2019 it reached a low of 6.8%.
Prime minister Narendra Modi in the last year of his first tenure had started Kisan Samman Nidhi scheme. The Modi government allotted in 2020 Rs 54,370 crore for the scheme and in 2021 it is Rs 75,000 crore. There has been no other increase in expenses. In 2020 the situation is more or less the same. There has been no increase in expenditure other than the prime minister Kisan Samman Fund scheme.

If we talk about 2020 then this 6.2% has increased and reached Rs 1.76 lakh crore and in 2019 Rs 1.66 lakh crore was spent for the poor. Similarly if we compare 2020 with 2019 the rise in expenditure for welfare schemes went up by only 6.2%.
If we now remove the PM Kisan Samman Fund scheme then the growth will be just 2.5%. If we add this scheme then the welfare expenditure for the poor will be 39% in 2020 and in 2021 it will be a growth of 11%.
It may be noted that Financial Express in its report has included several schemes for the poor such as PM Housing Scheme, the MNREGA, Swachch Bharat Mission, Mid-day-Meal, integrated child development programme, schemes for the SC/ST, livelihood mission and health insurance.
